A university founded through the strategic partnership between Kazakhstan and Egypt in the spiritual and educational sphere.
Today Nur-Mubarak trains specialists in Islamic studies, religious studies, translation and the humanities, and has become one of the key centres of religious and academic education in Kazakhstan.
Its mission is to provide quality education, train qualified specialists and strengthen the academic, religious and spiritual potential of society.
The construction of the new building expands the university's capacity and creates a modern learning environment for students.

The foundation of the Islamic university was laid
In February 1993, President of the Republic of Kazakhstan Nursultan Nazarbayev paid his first official visit to Egypt. At his meeting with President Hosni Mubarak of the Arab Republic of Egypt, newly independent Kazakhstan was offered substantial support as a “special gift”. The two presidents signed an important agreement on building an Islamic centre in Kazakhstan with Egypt's support. On 16 June 1993 in Almaty, President N. Nazarbayev and Egyptian Minister of Awqaf Muhammad al-Mahjoub laid the foundation of the future Islamic centre. The initiative produced not only an Islamic centre strengthening the spiritual ties between Kazakhstan and Egypt, but also the foundation of the future Islamic university.

The draft charter of the new institution was approved
From 30 May to 1 June 2001, a delegation led by Absattar hajji Derbisali, Chairman of the Spiritual Administration of Muslims of Kazakhstan and Supreme Mufti, attended the regular conference of Egypt's Supreme Council for Islamic Affairs by special invitation. The draft charter of the new institution was approved at the meeting. On the Egyptian side, the working group that prepared the charter included Professor M. F. Hijazi of Cairo University, Jaafar Abdel Salam Ali, Secretary-General of the League of Islamic Universities, and Professor Hassan Hamid.

The Board of Trustees was established
On 18 June 2001 in Almaty, the two governments signed an agreement on Nur-Mubarak Egyptian University of Islamic Culture. It was signed by Mukhtar Kul-Mukhammed, Minister of Culture, Information and Public Accord of Kazakhstan, and by Mahmoud Hamdi Zaqzouq, Minister of Awqaf of Egypt. Under the agreement, a Board of Trustees was established to provide overall governance. At the meeting, Academician Professor Mahmoud Fahmi Hijazi was appointed rector and Shamshadin Kerim, Doctor of Philology, vice-rector.

The first lectures began at the institution
In August 2001 the first entrance examinations were held and 56 applicants from various regions were admitted. With the opening of Nur-Mubarak University, the Islamic University under the Spiritual Administration of Muslims of Kazakhstan was closed, and its four Egyptian lecturers and 20 students were transferred to the new university. The first lectures began on 1 September.

The academic building design was commissioned
On 27 March 2004, Zhaksybek Kulekeyev, Minister of Education and Science of Kazakhstan, visited the university and reviewed its work. Following the meeting, the minister assigned the design of the new academic building to the leadership of the Main Academy of Architecture. That same year the university passed state accreditation and its first graduates received state-recognised diplomas. On 13 March 2006 in Almaty, the second meeting of the Board of Trustees decided to continue the university's construction into its second stage.

Distinguished Egyptian guests met the students
On 13 September 2006, Imangali Tasmagambetov, Mayor of Almaty, received the Grand Imam of Al-Azhar, Sayyid Tantawy, and Minister of Awqaf Mahmoud Hamdi Zaqzouq, who had arrived from Egypt. On 14 September the distinguished Egyptian guests learned about the university's work and met its students.

The academic building was commissioned
Construction of the new academic building began in 2009 and it was commissioned in 2011. Its total area is 6,918.6 square metres.

On 22 October 2011, President Nursultan Nazarbayev visited the institution and learned about the university's work.

The university's 15th anniversary
On 2 June 2016, an international academic conference titled “Islamic educational institutions and their role in correcting misconceptions” was held to mark the university's 15th anniversary. It was attended by Marat Azilkhanov, Vice-Minister of Culture and Sports of Kazakhstan; Yerzhan hajji Malgazhyuly, Chairman of the Spiritual Administration of Muslims of Kazakhstan and Supreme Mufti; Professor Mohamed Mokhtar Gomaa, Minister of Awqaf of Egypt; and Professor Shawki Ibrahim Allam, Grand Mufti of Egypt.

The university entered Kazakhstan's top 20 higher education institutions
In May 2018 it was announced that, according to the national ranking, Nur-Mubarak University had entered the top 20 higher education institutions of Kazakhstan. Fifty-eight universities applied for the general ranking of the Independent Agency for Accreditation and Rating. The ranking took into account the quality of education, graduate employment, the academic mobility of faculty and students, and the competitiveness of research.

The Board of Trustees appointed new leadership
On 9 September 2018, the regular meeting of the university's Board of Trustees was held in Cairo, the capital of Egypt. The Board appointed Professor Muhammad al-Shahhat al-Jindi as rector and Kairat Kurmanbayev, PhD, as vice-rector.

New university leadership appointed at the ninth meeting
On 10 September 2024, the ninth regular meeting of the university's Board of Trustees was held in Astana at the Spiritual Administration of Muslims of Kazakhstan. Kazakhstan was represented by Kanat Iskakov, Vice-Minister of Culture and Information; Sayasat Nurbek, Minister of Science and Higher Education; and Nauryzbai hajji Taganuly, Supreme Mufti. Egypt was represented by Sheikh Usama al-Azhari, Minister of Awqaf, and Nazir Ayyad, Grand Mufti of Egypt. The meeting appointed Professor Ahmed Hussein Muhammad Ibrahim, PhD, as rector and Yershat Agybaiuly Ongar, PhD, as vice-rector.
